Chamber report explores the future of hydrogen for the North East

The Chamber has today (4 February) published a new report examining the potential of hydrogen to drive economic growth and decarbonisation in the North East.

Developed in collaboration with our members, the Hydrogen Report explores how businesses, academia and policymakers can harness hydrogen technology to create jobs, attract investment and position the region as a leader in the UK’s transition to net zero by 2050.

The report brings together insights from industry experts, legal specialists and North East businesses to provide a comprehensive overview of the opportunities and challenges in the hydrogen economy.

Marianne O’Sullivan, policy manager at the Chamber, said: “The North East is uniquely positioned to be at the forefront of the UK’s hydrogen revolution, with key infrastructure, industrial expertise and a strong commitment to sustainability.

“This report highlights the strategic importance of hydrogen in our region, showcasing the pioneering work already taking place and the steps needed to unlock further potential. 

“We hope this report sparks further collaboration and investment to drive forward a cleaner, greener economy.”

Key factors that will shape the development of the hydrogen sector are outlined in the report, including infrastructure investment, skills development and regulatory frameworks – citing hydrogen case studies at home and overseas. 

The report, produced in partnership with Womble Bond Dickinson and Teesside University, also highlights the role of hydrogen in supporting industries such as manufacturing, transport and energy production, where battery technology has limitations.

Dr Nugun Jellason, senior lecturer of sustainability and international business at Teesside University International Business School, said: “The North East is key to the UK’s net zero goals, with hydrogen playing a vital role in the future energy mix. Teesside, with its industrial strengths and access to renewable energy resources, is positioned to lead in hydrogen development. 

“While challenges like infrastructure investment remain, the potential for economic growth and job creation is significant. Through collaboration, government support and education, the North East can drive innovation in sustainable energy.”

Legal and regulatory considerations are also a key focus, with contributions from Womble Bond Dickinson highlighting the evolving policy landscape and the need for clear guidance to support investment in hydrogen projects.

Sarah Daun, partner from Womble Bond Dickinson, said: “The North East is at a pivotal moment in the UK’s journey towards net zero, with hydrogen offering a clear pathway to decarbonisation. There is growing optimism among investors and energy suppliers, and the region’s industrial expertise places it in a prime position to seize the opportunity. 

“While challenges like infrastructure and workforce development remain, the potential for economic growth and job creation is immense. By embracing innovation and collaboration, the North East can transform itself into one of the leading hydrogen hubs in the UK and beyond.”

As part of the report, we held two roundtables with businesses, one on hydrogen production and storage, and another on the skills needed for hydrogen roles in the North East. Attendees highlighted the region’s key strengths in hydrogen production and use.

Marianne concluded: “With the right support, our region can accelerate the low carbon shift. By leveraging our engineering strengths and upskilling our workforce, we can attract investment, create green jobs, and position the region as a leader in renewable energy, contributing to a stronger, fairer economy.

“We will continue working with the British Chambers of Commerce, policymakers and industry leaders to ensure the North East benefits from the transition to a low-carbon economy.”
