Procurement framework set to generate £500m of Decarbonisation Retrofit opportunities.

A market leading procurement framework for Decarbonisation Retrofit works estimated to generate £500m of construction opportunities is to be launched on 5th May 2022.
Covering all regions of England and Wales, the framework has been created by Procurement consultancy, Prosper, who have extensive knowledge and expertise of procurement in construction for the public sector. This innovative solution will provide the delivery mechanism for a range of retrofit works aimed at insulating fabric first elements of homes through Principal Contractors who will be able to deliver component schemes or whole house approaches to include typical cyclical investment works, for example, kitchen and bathroom instalments.

The framework will compliment works supported through the Department for Business, Energy & Industrial Strategy Social Housing Decarbonisation Fund meaning contractors will need to be compliant with PAS 2035 installer accreditation requirements and hold Trustmark certification.

Typical works covered under the framework include:-
• Internal & External Wall Insulation
• Door & Window Replacement
• Loft & Cavity Wall Insulation
• Ground Source and Air Source Heat Pumps
• Electric Heating Solutions
• Photovoltaic Systems
• Ventilation Systems
• Roof Works
• Above and Below Ground Service Supply Insulation

Rod Brasington, Chief Executive at Prosper, commented “This is a major framework which will cover all Decarbonisation Retrofit requirements, however, we have recognised through discussion with our Partners that it will often create greater value to include cyclical investment works, for example property rewires, renewal of rainwater goods, etc., at the same time so the framework will cover all of these types of associated works too. It really is a “one stop shop”. Rod continued, “this is a framework all contractors whole deliver investment and/or renewable works should be keen to win a place on as it is anticipated there will be significant work placed through it supported by Government funding”

Tim Jennett, Head of Procurement – Design, at Prosper added, “The Framework call-off will be either by further competition or by direct award, the scale of the framework means that the pricing exercise to complete as part of the tendering process is extensive, however, this should enable wider and more regular use of the direct award option. We are really excited about how this framework is going to positively contribute towards the drive for decarbonisation of our homes across the country”.

It is anticipated Housing Providers and Local Authorities will be able to use the Framework from mid-July to coincide with Wave 2 applications for Social Housing Decarbonisation Fund grants.
The tender will be issued via the Proactis e-portal and open for six weeks to allow sub-contractor engagement.
