HMRC Launches Consultation on Mandatory Registration of Customs Intermediaries
HM Revenue & Customs (HMRC) has launched a new consultation on the introduction of mandatory registration for customs intermediaries, published on 23 June 2026. The proposal marks a significant step towards increasing oversight and raising standards within the customs intermediary sector.
The consultation seeks stakeholder views on areas including proposed scope of mandatory registration requirements, which customs intermediaries should be required to register, the checks and requirements that would form part of the registration process, and how compliance should be enforced. HMRC is also seeking feedback on how the scheme can be implemented proportionately while supporting businesses involved in international trade.
HMRC is encouraging customs intermediaries, traders, representative bodies and other interested stakeholders to submit their views before the consultation closes.
The consultation closes at 11.59pm on 21st September 2026
